What package can I use to add effects to digital photos?

I would like to know what package will make a digital photo look like a photo i.e. have the white border. I would also like to know what package I can use where I have to photos, one on top of the other, but you can see them both.

1. ADOBE PHOTOSHOP is pretty good.
2. The photoshop is a great program to edit your digital photos. With it you can enhance them too.
3. Abobe Photoshop (you don't need the latest version, 6.0 is pretty advanced already) and Corel Draw are your best bets!

5. Adobe Photoshop Elements. The newest version is 5.0. This has the effects you are looking for, plus a lot more. It is fairly easy to use and the manual helps a lot.
